“Social enterprises combine social objectives with an entrepreneurial spirit. These organizations focus on achieving wider social, environmental or community goals. The European Commission aims to create a favorable financial, administrative and legal environment for these enterprises so that they can work on an equal footing with other types of enterprises in the same sector. The Social Business Initiative, launched in 2011, identified actions to create real change and improve the situation on the ground for social enterprises.” European Comission

Launched in 2011, aims to introduce a short-term action plan to support the development of social enterprises, key stakeholders in the social economy and social innovation. It also aims to stimulate discussion on avenues to be explored in the medium/long term. 11 priority measures have been defined, organized around 3 themes:

Topic 1: Make it easier for social organizations to get funding

Activity 1: Proposing a European regulatory framework for social investment funds
Activity 2: Encourage the development of micro-credit in Europe, in particular by improving the related legal and institutional framework
​Activity 3: Establish an EU financial instrument for easier access to financing.
Activity 4: Make social enterprises an investment priority of the European Regional Development Fund and the European Social Fund.​​

Topic 2: Increasing the visibility of social entrepreneurs

Activity 5: Identify best practices by establishing a comprehensive register of social enterprises in Europe
Activity 6: Create a public database of labels and certificates applicable to social enterprises in Europe
Activity 7: Help national and regional governments to introduce measures to support, promote and finance social enterprises
Activity 8: Create a multilingual information and exchange platform for social entrepreneurs, business incubators and clusters, as well as investors. Increase the visibility of the EU program to support social entrepreneurs and facilitate obtaining funds.​​

Topic 3: Making the right environment more favorable for social organizations

Activity 9: Simplify the rules related to legal recognition as a European cooperative; presented the decree creating the legal status of European foundations. Conduct a study on the situation in joint societies .
Activity 10: Make quality and working conditions more important criteria for awarding public procurement contracts, especially for social and health services.
Action 11: Simplify the rules for granting public support to social and local services (which would benefit many social enterprises).
